I think I can answer both questions at the same time
I believe that shotgun hunting is justifiable in high population areas close to major cities and small tracts of lands inside urban areas. Are they safer than rifles, only in the circumstances previously mentioned.

In my oppinion and experience, I don't see any major issue with using shot guns, and as far as being safer the rifles, my answer would be, all fire arms are dangerous and need to be used with exteame care regardless of where you are using them, as long as they are permitted to be used.
Prictice good hunting safty and use your god given common sense.

I agree all firearms are dangerous, but when it comes to being safer, in crowded woods, shotguns are safer because the effective range is much less than that of a rifle.

I live in a shotgun only area, and I have always used a shotgun, and have no problem with that... I do think they are a little safer due to their shorter range, but once again it comes down to who is holding the gun...
