Default Colorado Plains Deer

Does anyone have any experience hunting mulies on the plains on public land? I'm looking at either the Comanche or Cimarron Grasslands (late season, rifle).
Why is Unit 103 so tough to draw (9 points or so) - is is that good? Success ratio isn't very impressive (50-60%).

I've been around the Cimarron Grasslands here in Kansas. A lot of land, a lot of sand, but not a lot of deer. A few elk though.
