Default Cedar river watershed (GMU 490)?

Can you hunt anything within the watershed boundaries? From my research I don't think its open to any seasons. Why would it be its own game management unit and not be open to hunting?

It use to be open to deer up until a few years ago. I think they leave it that wayso that by exclusion it is considered closed.
