Default Waterfowling in Canada

I just read that recently a ban on importing harvested waterfowl of any kind into the US from Canada was passed. This was done because of the Avian flue.

This is going to hurt a lot of folk financially on both sides of the border. Who`s going to stop all the waterfowl flying over the border during migration?
