hey here in nebraska i think u can do what ever in the waters that aren't privitly owned and the rivers aren't hear u could go out in the middle of some ones spread thats in a river and they can't do anything(i wouldn't recomend doin that u might shot at lol) but i think it ok i may be wrong but thats how we hunt is just get in the river and walk it any take a few deeks with (only early season)

As long as you don't get out to portage or retrieve downed birds you should be alright. I know when floating fishing if I don't leave the boat/Canoe/Kayak I don't need permission even though land on both sides might be posted for miles.

I didn't see anything on the Ohio DNR web site about this issue.
