As a lifelong resident and an agricultural operator on the plains near the Kansas border, my advice is to try Nebraska or South Dakota.
Seriously.
We harvested 8000 acres this year and I could count the pheasants seen on one hand.
There are "put & take" places like Steel Fork east of Colorado Springs that you will do well on for a fee.....if you're into that. I'm not.
