I read at the Arkansas 2018 wild turkey hunting regulations and you are correct. Way to vague on decoy use. Call the Warden hotline provided in the book as suggested. That is your best source.
However the regulations did NOT say you can't use decoys. It did say electronic calls can NOT be used.
So I suspect Electronic decoys of any type are NOT legal as they are NOT legal in any of the states I hunt.
