Kansas will be the least expensive alternative. Hunts all over eBay and Craigslist...just ask for references. Lots of public land in KS. Check the Kansas Parks and Wildlife site. They will have maps to walk in turkey hunting areas as we get closer to the season.
If its anything like OK and TX this year, a ton of 2 year old birds in 2014.

We go to TX every Spring to hunt Rio Grande gobblers, hogs, & coyotes. A friend of a friend leases a 12,000 acre ranch there so it's not a guided hunt but when I 1st started going, I looked up prices & most ran $1,250 for a 3 day 2 bird hunt.
