Yes. However there are only certain locations that sell licenses. I believe check stations that sell them are listed on the MO Conservation website you can get there by going to a search engine and typing in the Missouri Department of Conservation. You can also purchase via the telephone but you want to do this in advance of the season due to mail time.

Any Walmart or Kmart sells them, Resident or not. also a lot of small town convience type stores sell them.
