If your questions is, will a 22 kill a turkey. Yes instantly, if shot in the brain or spinal cord.
Many years a go our neighbor raised "White Domestic Turkeys" and we were invited to take a couple for Thanksgiving each year and we shot them with a 22 long rifle or 22 Mag.

No, I've been wrong before, but I think its illegal in Ohio. A head shot from a .22 would be an extremely difficult shot to pull off on a live moving around wild turkey as well.
Id venture to guess that a modern 12 guage has nearly the same range as an average guy shooting a .22lr. I'd just go with a shotgun even if rifles were legal, but that is up to you completely.

If your question is, "Is it lawful to take Spring turkeys in OH with a 22"..the answer is no.
