From what I've read, what Bernie posted is correct. Hill intentionally shortened his draw length to 28" due because it was hard to find a reliable supply of arrows spined heavy enough for him.
POC was "the" arrow in his day. Of course you could increase the diameter for a heavier spine, but that wouldn't have been logical--one would have had to change the machinery for the arrows, the points, the nocks, and it would have thrown them even further off center on Hill's bows, which were already 1/8" or more shy of center.
The English shot heavy bows for distance and to penetrate armour--not for pin-point accuracy. That was also the reason for the long draw.

"The" arrow at the time was P.O.C., period. Hill liked shooting P.O.C. What was available doesn't matter--P.O.C. is what he suppossedly used. I wasn't there, I just know what I've read about him. I'll try to find a referance.

He liked to snap shoot. Which I do not. Snap shooters usually do not fully ultilize thier full draw IMO.

Hill used the "split vision" method. This is what Bob Wesley said Hill personally taught him, and the method Byron Ferguson uses also after studying Hill. It's a long way from snap shooting--very controlled, and slow. I have talked to both Mr. Wesley and Ferguson extensively, and in person.
In the pictures and video I've seen of Hill shooting, he's scrunched up--not stretched out at all. I'd bet he could have added 3" or more to his draw length.
Anyway, he most likely could have gotten arrows stiff enough, but preferred POC and a reliable source of super heavy spined POC wasn't available.
