I suggest going to the dealer that you bought the bow from. However, if you bought it mail order or second hand then I suggest you take it to the closest, reputable, North American Archery Group dealer. Golden Eagle is one of the brands currently under the NAAG corporation.
Chances are that you will get a set of limbs and not just one limb so that should answer your one question. NAAG has always been very easy for me to deal with when I had to order replacement parts/accessories for various customers. I do not think it will be a major issue.
