Im looking at buying this bow, but the seller knows nothing about it. I am just getting into archery myself and dont know much about bows. (this is a Silverhawk xp) its 25-27" draw and 35 to 50# draw My questions are, is this a right hand or left hand bow? also is it a decent bow considering I just want to start with something cheap. any input is appreciated!

It's an XI Silverhawk, right hand model. made in the early 90's. The company has been out of business for about 10 years. Probably a decent starter bow, but I wouldn't pay moe than about $50 for it. There will be no parts available if anything should break, unless you find them on-line, used.
My gut says if it's all you can afford then go for it. It won't be fast or have as much letoff as newer bows and if it hasn't broke by no it probably won't.
It'll most likely need a new string. Use only Dacron or B50 string material. The limbs won't stand up to fastflight materials. I believe it has steel cables with teardrop ends. If they ever need replacing it'll cost more than the bow is worth and you may have a hard time finding somebody who can make them up.
Now the choice is yours.
