It was my understanding that the Pope and Young club again voted on the "higher than 65%" letoff issue and the proposal was defeated. Their laws still maintain the 65% letoff rule.

That's true. P&Y voted to stay with the 65% rule. Also, some states have a 65% max LAW, so check your game regulations in the states you intend to hunt.
