I have shot my Ally at least 400 times now and everything seems to be still the same. Draw length and peep and kisser are all still in the same spot when at full draw. Is time to check it? What about poundage? Should I expect it to change after this much settle in time?

If your string is not stretching(peep is not rotating)your DW should not change.

Peep seems to be the same as it was when it was installed. Next time Im in the shop I will have him check the # .. if it has dropped some what do I do? twist the string?

depends on the drop in #'s,the easy way isto crank each limb bolt a even 1/4 turn to start...

yes but my limbs are cranked all the way out to the max, they shouldn't have changed right?

What max # is the bow and what # are you shooting.......Could be you need to put atwist in it.

The bow is 70# and it's set at 71.5#

Since the limb bolts are bottomed out I'd have a qualified shop check the tiller as well. It might be off.

Measure your ATA and check it againstthe tune chart for your bow.If you are within spec you should be fine.

Bowtechs strings and cables are very good for factory stringsbut they still creep over time. However they creep very very evenly and most of the time there is no peep rotation at all but you will generally loose 3 or 4 pounds after 400 - 500 shots. Take it to your Bowtech dealer, have them check the draw weight and twist the cables as necessary to bring the bow back to factory specs.
