Hi!
What would you choose between two of these bows:
Hoyt's UltraTech 03 or Mathews Q2XL?
I shoot 30 inch draw at 67 pounds with release.
What speed should I get with 400 grain arrow?
My goal is to get 280-285 fps.

Both are great bows. Never heard anything bad about either on.
I own a 28", 60lb Q2XL and love it. Very, very smooth and very accurate.
I am shooting a 400 grain arrow at 250 fps. Add 20 FPS for your 30" draw and you should be around 270 to 275.

I'd shoot both and then decide. You should be able to get that speed with either one. Mathews seems to hold their value better, but you're talking an older model. I'd also shoot the LX, if it's like the Legacy it shoots like a longer bow for me.

Both are good choices with your spec's I'd chouse an ultratec with 3000 limbs that will give you a 40" axil to axil bow that should produce the speeds you want and shoot very well with your long draw plus I like the cam and a half its faster and has level nock travel check them both out though some pepole dont like hoyts grip .
