Colorado small game regs confusion

Was reading the 2010 regs regarding using bait and saw 2 clauses that appear to contradict each other. Can anyone clarify what the difference is?

The other thing I was confused by is this
So on Sept 11th I can hunt unit statewide except unit 44-751 except in season 2 which on Sept 11th allows me to hunt in units 44-751. Is this an error or am I just not getting it?

ILLEGAL HUNTING METHODS

IT IS ILLEGAL TO:
4. Use bait to hunt small game mammals, game
birds and migratory birds. You can hunt migratory

Yeah, they should leave the "FURBEARER" part out of the #4 heading, as you're correct that they tell you that it is legal to use bait for "FURBEARER" in the #7 heading, which it is legal to bait furbearer. They also kind of contridict themselves in that you can hunt some of the furbearer's with small game only license such as coyote and bobcat, but need a furbearer tag for other critters such as badger and fox.
Then on ptarmigan, you simply can't hunt them in units 44-751 until after Oct. 3rd, and then you are allowed to hunt them until Nov. 21st. In other words, ptarmigan season is open state wide on Sept. 11th, except units 44-751, and then after Oct. 3rd, ptarmigan is open state wide until Nov. 21st.
