I dont think the laws will tell you red or not but, use red because coyotes can't see red light!
keep your caller close to you (less than 20 feet) because if it out past that you run the risk of shooting it (if you use shotgun) when the coyote comes to the caller. try distress, that always works for me.
constant distress! they come close at night so be ready!

Here you need a permit and restricted to shotgun only. You put bait out on the ice for them and call. When hunting from the shore looking over bait with a shotgun no light is needed. As you can see the coyotes coming up the ice. Once they start coming in try and limit your calling so they can not locate you. Good Luck!

good stuff Phil, we can't bait on public waters like in ME. and we need shotgun or rimfire unlike ME.
and we need permits for nite time stuff unlike the 4 dollar add on in ME.
I like Maines rules better, much better. But thats why I didn't mention the ice baiting deal!
