There's another solution, shim a ring w/ doubled thickness pop/beer can. put the shim between solid side of ring and base, then retighten ring. You can also get rings that are windage adjustable,...

Maybe a dumb question, but you know those knurled nuts that hold the rings to the mount? Are they both facing the same direction? If not, that's probably your answer.
