Weaver on the .22

I bought a new CZ model 513, .22 cal, and put a trim smallish $200 Weaver Classic, 2.5-7x28 on it. Iv'e bore sighted it three times, take it to the range and it hits two inches low and two inches right. crank the crosshairs up and over so they match whats centered in the bore and it still hits low and right. Iv'e mounted dozens of scopes and successfully bore sighted them. The rings are mounted correctly and tight, the scope is tight, nothing is misaligned or loose---anyone have an idea of what's going on? Could it be an internal problem with the scope? It's got me baffled---------------John
