If this is a neck die and you are shooting brass already fired in your gun (which you should be); then you can neck size the entire neck if you wish - or you could leave a little of neck unsized to help align the case. You should neck size at least 2/3 of the neck for proper tension - but its up to you. And after a couple of firings of neck sized only cases, you are going to have to run the case through a full length die or a body die to bump the shoulder back a little as the cases will begin to chamber with a little effort.
