Their has always been a hunter class at world championship that pays money. In the last couple of years it has been limited to $500. The person that wins this class is the hunter class world champion. Their is also a hunter class trophy at the world championship. This class dosnt pay any money to win the person who wins it is the winner of the trophy hunter class at the world championship. All the classes offer a trophy class and a money class. Except the pro classes and the MHC. As for forcing someone to move out of the hunter class, their is some rules that do force people to move out. They have to win two of the triple crown shoots in one year or a world championship. I dont agree with this rule. But I think the majority of the people shooting dont agree with people being forced out of a class. I shot the hunter class for the last several years. I dont usually shoot 25 or 30 11s out of 40 targets so I decided to move on. If you check the indoor worlds MBR scores for this year you will see a lot of top hunter class names from last year shooting in the MBR this year. Your probabely not going to be able to get anyone to change the rule book. My suggestion to you is improve your shooting and yardage judging so you can hit about 90% of the 11s or just move on to a class that the 11ring dosent have to be hit 90% of the time. Good luck.
