HC Question

I have a young friend that will be shooting IBO for the first time this year. I am suggesting to him that he shoots HC for the first year. The question that I have is, is there still a speed limit in HC. If I remember correctly it used to be 280 fps max and no 5 grain option. Is this still true or can they shoot any speed as long as 5 grain rule is not violated? I looked at the rules and did not see it but I may have overlooked it. I would hate to set up his bow and then have him DQ'd.

It is 5 grains per pound of draw weight,or NOT faster then 280 fps.You make the decision of which one you want to be checked at?You can shoot under the 5 grains per pound,but you CANNOT shoot faster then 280 fps.I think you are allowed 5 grain's on arrow weight for the difference of scale's being used?
