You don`t get a red tag, you go find a red tag farm, and ask permission to hunt there. If you harvest a deer, the farmer will put a tag on it for you.
Call your district game commission office for a list of red tag farms.

Yes, it is for crop damage. A farmer gets one red tag, which is good for one deer, for every 5 acres of cropland he owns. Does not count wooded acres.
