IMO the drop in harvest is due to the increasing lack of hunters from frustration and the reduced deer herd. I like the idea of the antler restrictions but I did not like the way they PGC went about reducing the deer herd. Yes it had to be reduces but I think it should have been done gradually by issuing a smaller increase in anterless tags and analyzing the results each year rather than a massive increase in tags. IMO that was a haphazard approach.
