Default PA unsold antlerless licenses.

I currently reside in Pittsburgh and have an antler less license for 1A where I travel up to my parent's to hunt when I have time off from work. However, an aquaintence in the Pittsburgh area has access to a piece of property in Westmoreland county (2B). According to the PGC website there are still 29,000 unsold antlerless licenses for 2B. My question is can I go down to the allegheny courthouse and buy one of these licenses over the counter from the treasurer's office or do I still have to send in for one via snail mail with the usual pink envelope?

According to the new system you can go to any court house and get a tag anywhere in the state.
