Lots of bear here. Cook is a good area especially near the bear research area.LOL
There is a draW but, there is usually some area's that you can buy them without being drawn. Due to more licenses than hunters.

You can either apply for permits or you can hunt the no quota areas where there are good bear populations and no lottery. This past year was very good for bear. This past year for the fisrt time hunters could take 2 bear. Check out the MN DNR site for info on permit areas, success percentages and percentage of successful applicants.

What I was trying to explain in my earlier post is that in some draw areas when they do not get enough applicants they offer licenses for sale at license and registration stations.
If you are into a real hunting experience you can look into appling for a Boundary Waters hunt. Last year there was a couple hundred extra licenses available to people that did not get drawn or didn't apply.
It is a hunt I am contemplating for next year. Canoe in and hunt in the woods like it was meant to be. it takes alot of preparation but I suspect it would be quite the experience.

there is also a no quota area around hinckley. Found some sign in there this year while I was home for a couple weeks. Dang shame too cuz I sure would have loved the thought of chasin bears.

My advice, hunt Wisconsin for bears. You can hunt with hounds. I have done it over baits, but much prefer using dogs. Bait hunting is to dull for my taste. I don't like sitting in a tree for hours watching a trash pile.
