Hunting in Will County Forest Preserves

The final budget numbers came out for the proposed hunting plan in Will County Forest Preserves...as the plan is proposed the costs would be:
Hunting $605/deer vs. Sharpshooting at $103/deer with maximum volunteer input
Hunting $1200/deer vs. Sharpshooting at $227/deer with minimal volunteer input
The official final vote will be on June 10, and will allow 14 hunters in the 5 areas per season with shotgun hunting season separated as a season per IDNR regulated weekends of 3 days each.
The ISRA website has information on who to contact if you want to show support for the plan.
Unfortunately it seems unlikely there will be much support of the plan as is, but hopefully it is a foot in the door to consideration and if the public can show enough support, the plan can be re-worked for coming seasons?

How is it possible that it will cost any money let alone $600/deer for hunters to harvest them?
We have a controlled hunt where I live and it costs us nothing as a community.Sharpshooters would have cost us $290/deer.
