So my dad has asked me to see if i can get some affordable prices on caribou hunts. This would be for him and myself. We are in PA so we would have to travel, thinking maybe maine, canada or whatever. Please let me know if anyone knows of someone that has a fantastic deal.

Cheapest caribou hunt you will likely find is a Quebec winter caribou hunt.
In Quebec, non-residents must use the services of an outfitter to hunt caribou. That basically means go through an outfitter. These are by no means guided hunts and they don't need to be. You can do this unguided. A Nouchimi outpost camp is likely the cheapest venue, but you get what you pay for. I seriously doubt you will come close to your $1000 budget. I heard today from my partners in Michigan that Mirage hunts were up to $1800pp. You may concider the later season hunts in January and February, they are much cheaper, but these are strickly meat hunts (no racks).
As suggested, read through the Quebec winter caribou thread and you will find over 160 pages of valuble information.
