Generally, that means if you know the guy who owns the land, and he says "Man, those hogs are a nuisance, I'd appreciate it if you'd shoot some of them!" then you're covered. But if you keep any of the meat then you need a license. At least, that's my understanding. -- IANAL
Of course, if you plan to shoot a squirrel, a rabbit, a deer, or anything else you need a hunting license anyway. (He said, stating the obvious)

To deprecate hogs without a license in Texas you do have to be either:
1) The land owner
2) Leasing the land
