IMO the 25.06. The small gain in velocity you get with a .257 Weatherby comes at a cost of more powder or higher cost of factory ammo, avalibility of factory ammo (just finding & load options) & shorter barrel life.

I would purchase the .257 Wby. Mag. It's the only quarter bore I would use for elk. It will do quick work on all thin skinned animals, and varmints. If you purchase the Weatherby Ultra-lightweight in .257 Wby. Mag., it will retain its value greater than in .25-06 caliber. Good luck.
