Its not a headspace problem if the bullet dosn't touch the lands- its that the leade or "freebore" is cut deep into the barrel. I wouldn't worry too much about trying to get near the rifling- if you seat the bullet too far out, you might not have enough bearing surface held in the neck of the cases causing inconsistant bullet pull. Seat the bullets at least .308" deep and forget about the rifling.

You can also end up pulling the bullet and filling your action full of powder when you unchamber a loaded round. I've done it!

You didn't mention what weight bullet you were loading. Have you tried various bullet weights? I have one .308 that actually prefers 110 grain bullets. I had a Browning .308 that would shoot 150 to 165 grain bullets just great but wouldn't keep anything heavier or lighter within 3" to 4".

Thanks everyone for the different pieces of advice, we are going to work with a couple of things, ie. bullet weight, powder type and charges and I will let you know.

Just came back from the range a short time ago and might have cured the problem. This gun is stainless with remington's synthetic stock, and after a few shots without any improvement we changed the stock to a mcmillen and had instant improvement. It immediately started to group its shots unlike before, being all over the paper. We are going to order a new stock for it and we'll go from there. I must admit that the stock that's on there is a lot to be desired, kind of flimzy to say the least.
