Does anybody know if a company such as tikka would make a rifle that is in production with a longer barrel than what they normally make for a specific rifle?

If they don't have it on a production model then you will have to go the custom route. Find yourself a good action in the receiver size you wish and have a barrel made at the length you want. Barrels run from 250+ for decent quality.

Can always get a barrel stretcher...good for 2".

How would that affect the accuracy?

The t3x ctr. It comes with a 20 I would like a 24.

if you pony up enough $$ They will build you anything you want
the question is more likely is it worth the added cost??
I don't think any major company DOESN"T have a custom shop today
a new barrel in the aftermarket world is always an option too, NOT likely much cheaper
but is there if you HAVE to have the extra 2 inches!

gains of a 2 inch longer barrel, is what, 40-50 FPS, IF that??
so, keep that in mind here!

35-40 fps per inch is the norm unless you go with a fast twist
