That is a good buy, there are all sorts of upgrade you can do to a 10/22 and make it look like a tactical weapon for under $100 bucks

I would like to ask about the weaver base mount I think it is T9 for the 10/22 ruger ,my question will 1" rings fit the base?
I have a centerfire scope 3x9x32MM I may want to use on it?

The base is a Weaver TO-9 base and any weaver style rings will fit on it.
