Chuck, I'd suggest checking Gunbroker.com for similar rifles. Obviously, it depends on condition of bore, wood and action function. My rough guess is $400. Other posters my have better info.
BTW, how is everything in Lakeland?

If anyone has a copy of blue book please chime in, my gun traders guide has 1966-1972 Model 70's listed at NIB $ 458, EX $ 386, GD $ 128. It's the 28'th edition and a few years old so prices may be a little higher now. I'd offer $ 250 and see if he bites.

TO Bugs and Bows,
All is going well. THe fellow that has the rifle will be going to the Tenoroc range with me this Monday..He has alot of guns..I need a long range rifle and I feel the 30 06 may be a good choice .He also has a 243 Ruger..The man is very knowledgable about guns and does gunsmithing as well. He's a fefellow teacher where I teach at. He doesn't have the recent bluebook and I told him about Hunting.net..He wanted to see about what that gun would cost? I'm not sure if it's ever been fired..It looks that new.
I hope all is going well with you sir,

I wouldn't offer him $350 for a used Winchester Model 70 unless it was a pre-64 action (or Classic), which it's not. Since he's a friend, I'd maybe offer him $250 and negotiate from there (the bad word filter won't let me use the word d-i-c-k-e-r
). If you're going to the range with him, see if he'll throw a scope on it so you can see what kind of groups it'll shoot before you make an offer.
