I own a NEF/ H&R in 243 and love it, but you indicate that you do not like those guns. Several options come to mind they are:
cva optima elite

Knight KP1

Remington SPR 18 http://www.remington.com/products/firearms/centerfire_rifles/SPR_models/SPR18_specs.asp
Rossi Single Shot
http://www.rossiusa.com/whatsnew/rifles.cfm
all of the above look to be in the $400 range or less. Two options that I have not covered are the TC Encore and the Ruger #1, both are out of the 400 range (I think but you can always shop around for a good deal)

I bought a Rossi single shot .243, similar to the NEF. The NEF is probably a better gun! But, if it is it is darn well worth the money! My .243 has very good accuracy, and I like the small size for carry and for box stand hunting, because it is very easy to manuever without bumping into everything. The triggers could be better, but are satisfactory.
The NEF and Rossi are the only two single shot rifles that I know that are in this price range . The TC Encore and Ruger #1 are no doubt better quality, but at a premium price! Dollar for dollar, I don't know if they are really worth it compared to the NEF or Rossi! For hunting single shots, I doubt that the game would ever know the difference! Just not very "stylish at the range or at the deer camp!

Find a good used Encore. Also a new standard Encore will not cost much more that $400. You will not be sorry. The Encore system is great. I really like mine. My 30-06 Encore is my go to deer rifle, and I have rifles that cost 10 times more. The Encore is a fast handling rifle that feels like a full size rifle, yet it's shorter overall length allows great manuevering. And 1 shot is all you really need.Tom.
