They had a Top Ten Military Rifles of all time show on the Military Channel last night. Their list was as follows:

I think we all can agree that the guy may have used the wrong terminology when he said "Best Military Weapon", thereby leaving the door open for folks to suggest Cruise Missiles, etc., etc., etc., but, it's pretty obvious that he meant "Best Military Rifle"...
I thought the Military Channel show was interesting, and I think it's being run again today. They've got some I wouldn't have put on the list, others clearly out of order. No way, in my mind, that any of the bolt actions should be ahead of the M14. I'dalso put the M14 ahead of the Garand, as I think the box magazine was a huge improvement.

I've fired both fully automatic M-16s and AR-15s and they both sucked.[:'(]
I would assume that the choice of the weapon would have to depend on the setting. I've got a friend who has worked security for that wall that they are building in Israel. They have him carrying an Uzi, but when they draw fire, it is sniper fire from hundreds of yards away across open ground. Under those circumstances, i would just as soon have an old Garand.

You'd really have to nail down what the criteria is you're judging "best military [small arms] weapon" by.
The criteria The History Channel program went by as I recall had things like: numbers of rifles manufactured, length in service, reliability, accuracy, etc.
I think the AK-47 and a couple others scored so high because of the reliability, numbers mfg'ed and years of service.
I think that the M1 Garand had to be right near the top though with it the one small arm weapon that arguably had a big part of winning WWII, plus M1A and M-14 are "direct descendents" of the Garand.

I'm not personally sure what their criteria for the top ten combat rifles were. But there's no way the M16 is better thanthe M1 or M14. I can't believe it was near the top of the list.
