I would go with the 9mm. I really think it's a powerful enough caliber to learn with and protect yourself with. It's easier on recoil and much cheaper to shoot. Do yourself a favor and go with the 9mm. the 40 may be a little too much and you don't want her to give it up quickly cuz of the recoil. Granted it's not much more but depending on the gun, it can be. I also suggest a Springfield XD9. It's reasonably priced and is a better gun then the glock IMO.
you could also investigate a revolver which seem to work well with new shooters. 38 special or a 9mm in a revolver is a good learning tool that never becomes obsolete.
I taught my wife on the 9mm, and til this day it's still her favorite and one of mine too. In fact all i own now is 9mm.

I never recommend semi's to anyone that are new for self defense. If you practice alot, with the same gun for a long time, thats one thing. But for the person who pulles it out twice a year, no way. Get a wheel gun for her. Semi's may look cool, and be fashionable, but thats it.

From your forst post I would assume that she is young and has never shot a gun before????
Honestly I would not reccomend a 9mm or a 40 to a young person (male or female) to learn how to shoot. A .22lr is much better to learn with. It has virtually no recoil, is relatively quiet with no muzzle blast, is much easier to hold on target, and is much cheaper to shoot which leads to more shooting.
And as far as dogs running around on your property goes. I would forget about that unless you want to end up in jail for animal cruelty for shooting someones dog.
