I have had this problem with either weaver rings or simmons scopes. I hate those weavers. I like millets better. I am not sure how you will able to shim in the cantilever unless you do it in the rings which I wouldn't like doing.

Leupolds have alot of adjustment.

A buddy of mine had the same problem on a Remington 1100 with cantilever mount. The problem ended up being the cantilever. It was bent up slightly. It was hard to see it, but it was enough to screw things up. He ended up getting the barrel replaced, and everything was fine after that. The first thing they did was give him a new scope, thinking that was the problem. When the problem persisted they changed the rings. Then they found out the cantilever was bent. Might be worth looking into. Good luck

There is a ring that may solve that problem. It's the Burris Signature rings, it uses plastic inserts between the ring and scope and you can also buy an offset kit with different thickness inserts that will lower or raise the scope which probably will fix your problem.
