My biggest bass was caught at 12:00 PM

The same here, it was between 12:00 and 12:30 Pm

interesting. i do my best bass fishing first thing in the morning with overcast skies. maybe its this area but i dont have good luck midday. course tactics play a big part in this also cause i'll fish differenly different parts of the day according to the body of water. also just because its sunny dont mean i aint gonna fish. lol
