My opinion. No, there are many used rifles around to be had for that same price that I believe are better. You can find savage 110s around, 111's all day for around $300 around here. I've recently seen new remington 700s on sale for I think $379.
If I was to go the "entry level" rifle route I would buy either the savage axis or the ruger american... I'd lean toward the ruger american. I don't know much about the 783... But I do know you can find used savages for less money and they will do everything you ask of them and them some.

I have a 783 in 30-06 , bought it after very many hours of research , I really like it , very accurate even when compared to higher dollar rifles great gun for the money , comes with floating barrel I really like the accu trigger , if you get the one with the scope it's ok I guess but still a cheap scope but if you
plan on modifying it's not for you get a 700 but if your a best bag for the buck kinda guy I'd go for it . I'm also thinking of getting it in 243 here's a article about it .

Rem 783 in 243
A buddy just bought one in .308 at Cabela's that included a 3-9x variable scope for $249 with the Remington $40 rebate. Right out of the box, with factory ammo, he's shooting 1-1/2" groups. He's also a Newby rifle shooter and was shooting over a stack of 2x4's for a front rest and a rolled up sweater for a rear rest. I'd say an experianced shooter, using a decent rest, could easily get those groups down to an inch. I really looked it over and did a lot of research online before he bought it and I think it's a very good firearm. Granted, they did have some early problems with the bolt handles breaking off but Remington fixed that.I do agree you can't go wrong with a Savage either but buying used can sometimes be a crap shoot. Granted it's definitely an entry level type gun but I'm even thinking about getting one in .270 just as a truck gun.

As stated above I'd get a Savage or Ruger. I have both. My .270 is a Savage 111 that I have tinkered with and it shoots .400" to .750" consistently. My .243 is a Ruger American compact and it shoot .900" to 1.2" consistently. I hear all the time yeah my gun shoots 1 moa then I go to the range and it might shoot one 5 round group a 1 moa or better and 10 others that way off that. Just because occasionally everything comes together doesn't mean a rifle is a MOA rifle. Most low end rifles are 1.5 to 2.0MOA out of the box with factory ammo. But with a little tinkering a lot of them can be helped along.
