It's a target bolt they useon those fancy target crossbows. Don't know if they still use them, but the target backing used to be lead sheets. Those little steel points were for sticking in the lead.

Edit: That's the only good pic I can find. Amazing how difficult it is to find pics of match crossbows on the search engines. Plenty of pics of cheapassed Chinese crossbows though. [
