If $400 is your BOW budget...you've got alot of choices. If it is your TOTAL budget, then I'd look at some of the kit packages available. Keep in mind you will have approximately $100 +/- in arrows and broadheads. Do your homework. Most important thing is to get something that fits you correctly. There are alot of nice setups available, don't get caught up in whats the most popular. Like was said earlier, you could get a million opinions on "which is best" and everyone would be right "for them". Good luck :)
