well, hunting near any food source a bear is actively using can be productive, it might NOT be legal
as if baiting is ILLEGAL< , you then cannot legally hunt over a dumpster as it would be considered as BAIT STATION, as it is not a natural food source, it is man made
and even hunting NEAR it might be considered hunting over bait, you would really need to check your states rules on this, as to how far away from it you would need to be
next would also be a safety concern, and or safety zone issue
there are laws on both of these as wel
so, IMO< I'd be asking your local game dept, these questions to get the most accurate answer and not get one from ME or others and maybe wrong and get you in trouble!
from my experience, most wardens are happy to help and do there best to keep you from doing wrong, or getting a fine, , I also think they LIKE it when you ask them for help/advice,, makes you look more honest and wanting to be a legal hunter!
