2.
No portion of the bow’s riser (handle) or any track, trough, channel or other device that attaches directly to the bow’s riser shall contact, support, and/or guide the arrow from a point rearward of the bow’s brace height.
If you use an overdraw that exceeds the brace height you' re disqualified?
Does this rule from P&Y APPLY TO THE WHISKER BISQUIT?

Get yourself a big cup of strong coffee, wake up some and think about that for a minute...
How in the world can you set up a Whisker Bisquit to sit further back than the bow' s brace height? Ain' t possible!
That' s one of their ways of disallowing crossbows.

P&Y won' t disqualify you for using an overdraw because of the reasons mentioned by the other astute contributors. However, I' d recommend you toss the darned thing, anyway. At one time, the only way to get arrows light enough to top 250 fps and still be spined stiffly enough to shoot OK was to use an overdraw and the shortest, lightest aluminum arrow you could work with. The tradeoff was that the damned things were extremely difficult to tune perfectly, are very unforgiving, and have a tendency to be noisy and rattle loose. Nowadays, with faster bows and a wide variety of well-priced carbon shafting, an ovedraw has outlived it' s usefullness. You' ll shoot better with a full-length carbon shaft that' s the right spine and weight for your performance expectations.
Of course, if you really love that overdraw, then ignore everything I just said.

Crossbows were already disallowed by virtue of letoff and being cocked. ATA length also comes into play. The rule you sighted was put in place to address things like this (see link):
