Wisconsin because it leads all states in total P&Y entries most years if I remember right

I think it really depends on which part of each State you are talking about. I have an Uncle who owns 800 acres in SW MO and I would not spend 5 mins hunting down there. Now, let say Harrison Co in northern MO, I would be there in a min.

I have hunted each State you listed and there is not a bad choice in the bunch, but I had to pick just one, Buffalo Co Wi hands down!

It would depend on the part of each state, but if I had to go just by state, I'd pick OH just due to geographic proximity to where I live. You can kill big bucks in any of those states if you put the work in.

I would say Wisconsin or Maybe Missouri. Definitely not Ohio. No big deer there. Disregard my avatar.

I think the deciding factor would be what you are looking for. Outfitters? Pick any, the actual state plays less of a role.
If its a DIY public, you need to consider the amount of public land & your ability (if any) to get there before hand and scout, as opposed to going in blind. Then I'd also want to see how much public land vs hunters there is, and how the seasons are laid out.
