In NY it is simple ....3" on one side it's a legal buck or less than 3"it's considered antlerless
Well PT, if that person is honest, they report it as a mistaken kill. What it gets down to is proper identification of your target. Although mistakes do happen.[:@]

3" or less is antlerless in MANY states.
