No. Not every deer is up and about 24/7 for the 3 weeks of the rut.I don't think anyone has ever alluded to that fact. HOWEVER, a higher % of deer(bucks especially) are up and about at all times of the day over that period of time.

This is my take on buck movement during the rut. The young bucks basically loose their minds and run all over the place at any time. Many times without reguard for their own safety. As the bucks mature this changes. They still get a little crazy and at times make some mistakes but this is the exception not the rule. Most big buck movement during the rut occurs at night. Most big bucks hook up with does during the night. By the time the sun comes up they are in some thick -out of the way safe place where they do their thing. I believe that a lot of the big bucks that we see are bucks that have just finished with a doe ( the doe will no longer stand for him) and are moving back towards their prefered bedding area and are searching along the way. From tracking, I have noticed that bucks seem to have a pattern that they follow in their search for does. They will make the same -or similar - swing every night until they find a doe. Of course this pattern may be larger early or late in the rut as finding does is tougher. I was after a big one this year that was making the same swing every night until he hooked up with a doe. I tagged out before I picked up his track again. I see the same pattern again and again. Bucks swinging thru areas searching for does during the night. They will walk non stop from one doe area to the next and put on miles and miles. Yet you can sit these areas all day and never see a deer.
