I know a guy here in Ohio that won't kill anything under 150," and that buck ain't gonna make 150." But he's also got probably 10-12 deer bigger than that one on the wall. He's easily got probably 300" of antler in his house. He's an exclusive TROPHY only hunter that hunts OH, IN, and IL. And I suppose if I had as many BIG deer as he does, I'd probably let a "little" one like this walk as well, but I ain't and I'd put an arrow in that fella if an opportunity presented itself to me.
