Jim- for about five years in a row now, I've shot a pretty decent deer here in PA under the antler restrictions, and the emotion of it all was just too much for my fragile heart to handle. Ijust sat down and cried like a baby...
Just thinking back at all those poor, oppressed spike slayers who had to pass up thisbuck the year before. . .Then my mind turns to the evil governmentthat's stripped them of their hunting rights, chipping away at the very fabric of American freedom - leaving themdowntrodden and emotionally fractured.But the American Spirit lives on, with their meager lives in shambles, shells of their former-selves, they take to the woods every year and try to make it happen, in spite of the long odds and governmental oppression.
Poor souls. My heart goes out.
I cry. Honestly.
I can barely live with myself.

Question: HOW do these bow-only areas ever get footing or keep themselves viable as bow-only? And....if it isn't for the sake of "safety" (in the example of urbanized areas).....how did they come to be?

I am saying you have a very narrow outlook.Of course bow only areas are "limiting the rights" .How much more limiting can you get than a ban them?
Gun hunters are the majority every where. We need them to exist ourselves.We need thier money(Gram-Rudman) thier license dollars and most of all them politically.
Why would you feel that banning some one else from doing what they love would be a good thing for you is beyond me.
